Jean Cecelia, daughter of George and Cunnegunda (Schechinger) Henkelman was born November 30, 1931, near Defiance. When she was young she moved to rural Vail with her family where she attended school.

On October 18, 1949, Jean was united in marriage with Norman Arp at St. Ann's Church in Vail, in a double ceremony with Thelma and Lyle Rowedder. In her spare time, she enjoyed bowling, quilting, and spending time at the lake. On March 15, 1980, Jean married Junior Hugeback and they continued to make their home in Manning.

Jean was a member of Sacred Heart Church, in Manning, Sacred Heart Altar Society, and Catholic Daughters of the Americas.
